What the personal-use exception covers
Section 5(12) of the Addictive Substances Act provides an exception from the handling-permit requirement for possession for personal use by people older than 21. It specifies up to 100 g in their own dwelling and 25 g outside their own dwelling. This is not a general rule for every item marketed as a cannabis product. The legal definition of the substance and the circumstances matter. Your own dwelling should therefore not be read here as any private place.
Section 5(13) separately addresses up to three plants for personal use on property the person owns or has another legal relationship to. This is a legal boundary, not cultivation guidance.

Possession and supply are separate
Section 283a of the Criminal Code separately addresses unauthorized production, import, export, transit, offers, brokerage, sale and otherwise supplying cannabis to another person. Giving it away without payment is therefore not automatically lawful because a small amount may be possessed for oneself under certain conditions. The personal-use exception does not establish a general authorization for recreational cannabis shops.

An administrative offence is not permission
Going beyond the personal-use exception can constitute an administrative offence or a criminal offence. Conduct falling below a criminal threshold is not necessarily legal. Assessment and consequences depend on factors including age, quantity, location and purpose. When reading a summary, look for all the conditions together, rather than treating a single number in a table as an unconditional entitlement.
